Neighbors Working for Birch Bay’s Future
The Birch Bay Incorporation Association is a volunteer-led community organization made up of people who live, work, own property, operate businesses and raise families here. We are working to give Birch Bay residents the opportunity to decide whether our community should become its own city.
Birch Bay has grown. Our local government has not grown with us.
Birch Bay is now a city-sized community of more than 9,000 residents, with our own neighborhoods, businesses, parks and identity — but no municipal government elected specifically to represent Birch Bay.
As people who share this community and its future, we began asking whether incorporation could provide greater local accountability, keep more decisions focused on Birch Bay and give residents a direct vote on the people responsible for their community.
Moving the Process Forward — Not Deciding the Future
BBIA’s job is to do the research, organize the proposal and help Birch Bay reach the point where residents can make an informed decision.

We study incorporation, analyze finances and services, communicate with residents, work with local agencies and prepare the information required under Washington’s incorporation process.
We believe Birch Bay is ready to take greater responsibility for Birch Bay and are working to move that question toward a public vote.
The future belongs to Birch Bay voters.
BBIA is not the future City of Birch Bay. We do not select its elected officials or determine its future zoning, taxes, ordinances or service priorities.
If incorporation is approved, those decisions belong to the locally elected leaders accountable to Birch Bay voters.
From a Question to a Formal Process
The incorporation effort has developed over several years of community outreach, financial analysis and public discussion.
Neighbors Organize
Community surveys restart the incorporation discussion and more than 100 neighbors gather to formally establish BBIA.
Listen & Research
BBIA expands outreach, studies community service expectations and successfully requests a new County-funded feasibility study.
Test the Numbers
The County’s independent feasibility study is completed while BBIA continues reviewing services, staffing, revenues and costs.
Begin the Formal Process
BBIA has completed the proposed city framework and is preparing to file the Notice of Proposed Incorporation.

Fiscal Responsibility
